New Castle County Instant Ticketing Process Helps County To Protect Community From Blighted Properties
To report a property code violation, call the Department of Land Use at 395-5555. Instead of a protracted process that drags offending property owners through the court system, New Castle County now issues an "instant ticket" warning letter. The property owner has 10 days to fix the problem or face an automatic $50 fine. View details, county code, and appeal form in PDF format.

TOP 10 VIOLATIONS

• High grass and weeds
• Accessory structures (sheds, fences, etc.) in poor condition
• Inoperable and/or unregistered vehicles
• Parking on grass
• Oversized vehicles
• Outside storage of household items
• Not having trash in proper waste container
• Accumulation of rubbish, garbage or debris
• Unsanitary swimming pools, or empty pools not covered
• Overgrown shrubs or trees that extend beyond sidewalk or right of way.

October 2008
The Delaware Department of Natural Resources and Environmental Control (“Department” or “DNREC”) entered a Notice of Conciliation and Secretary’s Order against New Castle County (“County”) in October 2003 (“Original Order”).  During these past five years, the County has completed the comprehensive study of the Brandywine Hundred area as required by the Original Order, which included hydraulic modeling and extensive field testing and data collection.  Based on these findings, the County developed the CSO Elimination Plan, which was approved by DNREC in December 2004.  In the approved CSO plan, the County’s fiscal and resource commitment to the goals of the Original Order increased significantly from the original $9 million fiscal investment anticipated in 2003 to an estimated $230 million over the course of three Phases.

2006 Sewer Rate Information
This information was prepared by the New Castle County Finance Department. I hope this assists you in answering questions regarding the sewer rate.
It provides a useful summary of what is happening and why. Remember that
sewer bills are a combination of rate (which went up 39.7% for residential
customers) and consumption (which varies from customer to customer based on water usage), so the individual increases of customers will vary.

Brandywine Hundred Sewer Rehab Update - Oct 2006
Over the next 20 to 25 years, over $200 milion dollars (not adjusted for inflation) will be expended in Brandywine Hundred repairing our sewer system. The funds will be drawn from our County Sewer Fund. Here is a presentation that was prepared by the New Castle County Special Services Department that graphically demonstrates the phasing of the improvements.
